Minister of Housing and Urbanism Mohamed Tarek Belaribi revealed the initial number of those admitted to the “Adl 3” program.
Belaribi said in a hearing before the Finance and Budget Committee of the People’s National Assembly on Thursday that “the number of those initially accepted in Adl 3 is 1 million and 24 thousand and 342 registered.”
The minister revealed that the preparation of the regulatory texts for the Adl 3 program has been completed, in particular “a draft decision specifying the conditions for processing applications for the purchase of housing within the framework of rental sale and the modalities of this Adl 3, a draft decision specifying the conditions and modalities for processing the application of the sponsor of Adl 3, in addition to the draft amendment to Ministerial Circular No. 1 of April 8, 2024, related to the exceptional exclusion of some categories of beneficiaries from positive monitoring in the national housing card and other reference rules.”
After counting 1,440,340 registered on the digital platform to register in the Adl 3 program, the minister said, the process of conducting investigations at the level of national cards was launched to verify the conditions of viability for citizens registered through the electronic platform.
The initial treatment and comparison with the various cards “the database of the national identification number, as well as the database of insurance and social security funds – Kanas, Kaznos and Sinar – and the database of the General Directorate of National Properties and the National Housing Card”, resulted in “counting 23.150 registered twice at the level of the database of the Ministry of Interior, recording 25.379 positive cases at the level of the National Housing Card, in addition to recording 108.863 positive cases at the database level of the General Directorate of National Property”.
The total number of registrants initially accepted to date has reached 1,024,342, and the investigation process is ongoing, the Minister of Housing confirms.
The procedures for selecting the land, estimated at 7.000 hectares for the first part of the program, have also been completed, with the preparation of administrative contracts related to the receiving land of the program and the approval of the terms of reference related to the studies.
