Developing Artificial Intelligence in Algeria

Artificial intelligence (AI) presents a strategic opportunity for Algeria to achieve economic and social development and enhance innovation across various sectors. This technology can bring about a radical transformation in areas such as education, healthcare, agriculture, and industry by improving efficiency and productivity.

AI also contributes to the digitalization of the Algerian economy, paving the way for startups to develop innovative solutions that meet the needs of the national market. Additionally, investing in AI is a crucial step in preparing Algerian youth for the future job market, especially with the technological transformations occurring in both national and international job markets. This necessitates strengthening education and training and providing a supportive environment for innovation.

Any AI development policy in Algeria will focus on a set of strategic priorities, which include technical, educational, organizational, and economic aspects:

  1. Enhancing Education and Training:
    • Integrating AI into curricula at all educational levels to equip youth with technical skills such as programming and data analysis.
    • Establishing specialized training programs to qualify local talent in AI fields.
    • Encouraging AI training schools through financial incentives or tax exemptions.
  2. Developing Technological Infrastructure:
    • Increasing investment in high-speed internet networks and modern data centers to support AI applications.
    • Improving digital infrastructure to bridge the gap between rural and urban areas and accelerate the digitalization of various sectors, utilizing different speeds for the public and private sectors.
  3. Encouraging Scientific Research and Innovation:
    • Supporting universities and research centers to establish specialized laboratories in AI and develop local solutions that meet Algeria’s needs.
    • Enhancing international cooperation to exchange expertise with leading countries in the field.
  4. Supporting Startups and Entrepreneurship:
    • Launching entrepreneurship and startup training programs, tailored to the audience and organized according to their working conditions.
    • Offering financial incentives and facilities for startups developing AI applications.

Necessary Conditions to Achieve These Priorities:

  • International Partnerships: Strengthening cooperation with advanced countries to exchange knowledge and technology.

  • Community Awareness: Raising awareness about the benefits and challenges of AI to ensure societal acceptance.

The development of AI in Algeria should not be limited to establishing an AI school or launching some media campaigns within higher education. It requires a comprehensive strategy that combines education, training, infrastructure development, necessary legislation, and fostering an innovative environment, while focusing on the targeted use of this technology and integrating it into the dynamics of economic and social development.
