Challenges Facing Trump’s Promise Implementation During the Inaugural Address

During his inauguration speech on January 20th, Donald Trump, as the 47th President of the United States, heralded a new golden era, asserting that “America’s golden age has just begun” and that “its decline is over.” He emphasized that he would not allow anyone to exploit the United States any longer and pledged to prioritize “making America prosperous and free.” He announced his intention to sign a series of historical executive orders to bolster his administration’s policies.

In the aftermath of his inauguration, President Trump signed a series of executive orders aimed at rolling back many policies enacted by his predecessor, Joe Biden, along with others intended to create sweeping changes to various divisive issues. These actions included withdrawing from the Paris Climate Agreement, pardoning those involved in the Capitol riots of January 6th, limiting immigration, boosting fossil fuel production, and reversing environmental regulations.

Upcoming Challenges

Despite the Republican Party’s dominance in both chambers of the U.S. Congress (the House of Representatives and the Senate) and a conservative majority in the Supreme Court—where one-third of the members were appointed during his first term—the President faces significant challenges in fulfilling his promise to usher in a “golden age for America.” These challenges include:

Lawsuits Against Three Executive Orders: On his first day in office, President Trump encountered a series of lawsuits challenging three executive orders he signed immediately post-inauguration. These included attempts to rescind birthright citizenship, establishing a Government Efficiency Administration (DOGE), and reclassifying thousands of federal employees to facilitate their dismissal. The lawsuits centered on alleged violations of U.S. laws and the Constitution, particularly concerning citizenship rights and federal regulatory statutes. The executive order aimed at terminating birthright citizenship sparked considerable controversy among civil rights and immigrant rights groups, who viewed it as a violation of federal law and the U.S. Constitution, notably the Fourteenth Amendment. The American Civil Liberties Union and several other organizations filed a lawsuit seeking to declare the executive order illegal and prevent its enforcement, arguing it could render children born in the U.S. to undocumented or temporary parents stateless. The complaint stated that this order is “unconstitutional” and threatens individuals’ fundamental rights, with attorneys emphasizing its potential negative impacts on many children’s and family’s lives, calling for judicial intervention to protect their rights. The Government Efficiency Administration faced three legal challenges accusing it of violating federal transparency laws, claiming it operates as a “shadow operation” run by unelected billionaires for personal gain while functioning outside established federal regulations. The lawsuits assert that this administration should operate as a federal advisory committee, requiring compliance with transparency mandates outlined in federal advisory committee law. As for the executive order regarding reclassification of federal employees, it faced criticism for its negative effects on workers’ rights, with unions viewing it as a tool for implementing loyalty tests. As these cases progress through the courts, they are likely to shape the future landscape of executive power and constitutional interpretations in the U.S.

Narrow Republican Majority in Congress: The narrow Republican majority in the House of Representatives (219/215)—the thinnest margin in nearly a century—and the Senate majority (53/47) mean that any legislation will require the support of all Republican members, complicating the passage of controversial or expansive measures without bipartisan cooperation. Many of Trump’s proposed policies will need 60 votes in the Senate to overcome a filibuster, posing a challenge given the current political climate. While budget reconciliation allows some tax-related measures to pass with a simple majority, this approach is limited to specific issues. Republican lawmakers are divided on the best ways to advance Trump’s agenda; some prefer consolidating major initiatives into one large legislative package, while others advocate for separating them into smaller bills. This disagreement could delay and hinder the passage of Trump’s legislative agenda, and any proposals that significantly increase the national debt will face scrutiny from conservative members of the party. This concern complicates the ability to unify Republicans around Trump’s proposed spending initiatives or tax cuts.

Repercussions of Tariffs on Trade Partners: President Trump’s plan to fulfill his electoral promises and establish a golden era for the U.S. faces numerous significant economic challenges. A key challenge lies in balancing aggressive trade policies and their potential impact on the economy. The tariffs proposed by Trump on major trading partners, including Canada, Mexico, and China, aim to boost domestic manufacturing but risk disrupting global supply chains, particularly in industries like automotive. Economists warn that such disruptions could lead to rising consumer prices, decreased demand, and lower corporate profits, ultimately hindering investment and economic growth. Furthermore, retaliatory measures from trade partners could exacerbate these challenges, creating uncertainty in international markets.

Negative Economic Impacts of Immigration Policies: Trump’s plan for mass deportation of immigrants is expected to lead to a severe labor shortage in vital sectors like agriculture and construction. Experts indicate that the deportation of a significant number of immigrants could create a labor gap, resulting in rising prices and increased production costs, conflicting with Trump’s economic goals of lowering prices and boosting growth. One study suggests that the deportation of 500,000 immigrants could result in the loss of 44,000 American jobs. This impact could worsen the unemployment crisis and increase economic pressure on American families. The American Immigration Council estimates that the cost of deporting one million people annually could reach $88 billion, placing a heavy financial burden on the U.S. government.

Restrained National Debt and Trump’s Tax Cuts: The rising national debt poses a significant financial constraint on Trump’s ability to implement ambitious tax cuts and spending programs. Proposals such as further reducing corporate tax rates or eliminating taxes on Social Security benefits could deplete vital funds like Social Security and Medicare more rapidly. At the same time, these measures could deepen the fiscal deficit unless accompanied by substantial spending cuts or revenue increases in other areas. This financial balancing act could undermine confidence in U.S. governance and economic stability, limiting Trump’s capacity to fulfill his promises of economic renewal.

Risks of Distraction

In summary, the challenges Donald Trump faces in fulfilling the promises made during his inaugural address are multifaceted, deeply rooted in the political landscape, institutional constraints, and societal dynamics. The President’s tendency toward controversial statements and unpredictable approaches may hinder the implementation of his ambitious policies.

Historically, Trump has relied on generating controversy and capturing attention as tools to steer public discourse, complicating the political landscape and exacerbating divisions within American society. While this strategy may help solidify loyalty among his supporter base, it also exposes his agenda to the risks of distraction amid congressional pressure and opposition. As he embarks on his second term, the critical question remains how well Trump can balance his political ambitions with his often divisive methods, which frequently lead to heightened political tensions. His approach to these challenges will be pivotal in determining his success in realizing his vision of the “golden age” promised during his inaugural address.
