The Shanghai Cooperation Organization (SCO) summit is set to take place from 31 August to 1 September 2025 in Tianjin, China, where President Xi Jinping will host over 20 world leaders. The summit is widely seen by analysts as a demonstration of Global South solidarity and a platform for diplomatic support for Russia. Among the notable attendees are Russian President Vladimir Putin, Indian Prime Minister Narendra Modi, and leaders from Central Asia, the Middle East, South Asia, and Southeast Asia, highlighting the SCO’s growing geopolitical significance. The summit is considered highly important as it will bring together states involved in conflicts; Russia’s war in Ukraine for the past three years, Iran’s 12-day conflict with Israel, and the 2025 standoff between Pakistan and India. This gathering provides an important opportunity for these countries to engage diplomatically, explore new alliances, and address regional and global adversaries.
The forthcoming China visit by Prime Minister Narendra Modi will be his first since 2018, setting the stage for high-level engagement with President Xi Jinping. The trip is significant as it reflects ongoing efforts to reset bilateral relations following the deadly border clashes in 2020, which represented the worst period of hostility between the two countries in over four decades. PM Modi last appeared alongside Xi and Russian President Vladimir Putin during the BRICS summit in Kazan, Russia, even as Western leaders distanced themselves from Putin over the war in Ukraine. Russian officials in New Delhi have expressed hope for trilateral talks involving India and China in the near future. Analysts suggest Xi will use the summit to showcase a post-American-led international order, highlighting that efforts by the White House since January to counter China, Iran, Russia, and India have not achieved their intended effect. In this context, India has an opportunity to pursue alternative partnerships, strengthen ties with China and Russia, and expand its strategic space following past sanctions under the Trump administration.
Leaders from Asia, Europe, and Africa will convene in the northern Chinese port city of Tianjin for the largest-ever Shanghai Cooperation Organization (SCO) summit, setting the stage for the bloc’s development over the next decade. Originally established to address regional security concerns, the SCO has, over its 24-year evolution, grown into a comprehensive organization representing nearly half of the world’s population, a quarter of the global landmass, and a quarter of global GDP. The SCO traces its roots to the “Shanghai Five” mechanism in 1996, when China, Russia, Kazakhstan, Kyrgyzstan, and Tajikistan came together to manage border security after the Cold War. On June 15, 2001, the Shanghai Cooperation Organization was formally established with Uzbekistan joining as the sixth member. What began as a regional security grouping has expanded with the accession of India, Pakistan, Iran, and Belarus, now comprising 10 member states, along with two observer states and 14 dialogue partners.
Pakistan’s Prime Minister Shahbaz Sharif is set to travel to China to attend the SCO Heads of State Summit in Tianjin. During the summit, PM Sharif is expected to meet with key world leaders, including Russian President Vladimir Putin and Turkish President Recep Tayyip Erdogan. He will also attend the military parade in Beijing on 3rd September. Meanwhile, Indian Prime Minister Narendra Modi is scheduled to visit Japan and China from 28th August to 1st September to attend the 15th India-Japan Summit and the 25th SCO meeting. The visits aim to strengthen India-Japan relations, discuss global peace, and hold sideline meetings at the SCO Summit.
A key question remains whether the summit will provide a platform for dialogue between the two nuclear-armed neighbors, India and Pakistan. In addition, the Russia-India-China (RIC) trilateral has been in the spotlight over the past three months, particularly after US President Trump imposed trade tariffs affecting multiple countries, with India being among the most impacted. In response, India appears to be seeking alternatives by deepening strategic and economic ties with Russia and China. Notably, Japan’s top trade negotiator Ryosei Akazawa canceled a planned visit to the United States before Modi’s trip signals the emergence of new alliances aimed at countering the ongoing trade tensions.
If, in the upcoming SCO summit, the member states admit Turkiye a NATO member as a permanent member, it could serve as a bridge between East and West. This step would also reinforce the inclusive nature of the SCO, signaling openness to states from diverse alliances. The Pakistan-Turkey-Azerbaijan partnership highlighted during the Indo-Pak standoff of 2025 as the “Three Brothers Alliance” would gain a new platform to strengthen mutual support and advance each other’s causes. However, India’s objections to the inclusion of these states at the upcoming SCO summit, coupled with its previous actions such as boycotting products and halting flights, underscore a pattern in which New Delhi penalizes countries that pursue an independent foreign policy in support of truth and justice.
In a nutshell, the 2025 SCO Summit in Tianjin represents more than a routine gathering of regional powers it is a strategic milestone in a multipolar world. By bringing together states engaged in conflicts, facilitating trilateral partnerships, and potentially integrating NATO members, the summit signals the emergence of alternative centers of influence challenging the traditional Western-led order. For India and Pakistan, it offers a rare opportunity for diplomatic engagement, while the wider international community observes the SCO’s growing role in shaping global stability, strategic alignments, and regional cooperation in the years ahead.
