A Potential Revolution: Why Did Trump Reject Project 2025?

With the increasing chances of former President Donald Trump returning to the White House following the first presidential debate and the disastrous performance of his Democratic opponent, Joe Biden, several former Trump administration officials and supporters proposed Project 2025. This project aims to radically reshape the federal government if Trump wins the upcoming presidential election scheduled for November 5, 2024.
Project Features
The Heritage Foundation, a prominent right-wing American think tank, crafted a comprehensive 1,000-page plan in collaboration with over 100 conservative organizations and 400 political researchers and experts from across the American conservative movement. Contributors include former Trump administration officials like acting Secretary of Defense Christopher Miller, former Deputy Secretary of Homeland Security Ken Cuccinelli, former Trump trade advisor Peter Navarro, and former Trump advisor Stephen Miller. The project outlines a series of policies to be implemented immediately upon Trump’s inauguration in January and enables a future Republican administration to take swift and radical actions. The project’s main goals include:
Executive Power Dominance:
The project promotes the idea that the U.S. President should have absolute control over the executive branch, expanding presidential powers to simplify American decision-making processes, allowing direct implementation of policies across various fields.
Federal Government Restructuring:
The project aims to downsize the federal government by eliminating certain agencies and departments, like the Department of Education, and placing independent U.S. agencies like the Federal Trade Commission, the Federal Communications Commission, and the Department of Justice under direct presidential control. It also calls for the removal of protections for thousands of employees who could be replaced by political appointees.
Tax and Financial Cuts for Climate and Health:
The project proposes reducing corporate and income taxes, returning to the gold standard, and cutting environmental regulations to boost fossil fuel production. It also seeks to reshape the National Institutes of Health based on conservative principles and reduce funding for climate research and renewable energy investments, urging the next Republican president to halt the current Democratic administration’s war on oil and natural gas.
Restricting Abortion Rights and Penalizing Supporters:
The project aims to restrict abortion rights, revoke approval for abortion pills, and punish women who undergo abortions. It calls for the reinstatement of the Comstock Act to ban and track abortion-related materials via mail and emphasizes restoring the family as the core of American life and protecting American children.
Increasing Individual Liberties:
The project seeks to dismantle the administrative state and return self-governance to the American people, reducing the influence of the federal government that allegedly opposes American citizens and has put their freedoms under siege by imposing Western liberal values.
Adopting New Governmental Intervention Policies:
The project aims for the new government to adopt interventionist policies across all areas by firing up to 500,000 federal employees, removing transgender individuals from the military, eliminating references to diversity and equality, deporting undocumented individuals, ending worker protections, and dropping prosecutions against far-right leaders. Heritage Foundation President Kevin Roberts described the project as a “second American revolution.”
Restricting Immigration from the Southern Border:
The project proposes increasing funding to build a wall between the U.S. and Mexico, unifying various immigration agencies, significantly expanding their powers, increasing fees for immigrants, and allowing expedited applications for those who pay higher fees.
Trump’s Opposition
Despite many Project 2025 participants having worked in the Trump White House and being loyal to him, and likely to help shape his administration if he wins the November 2024 election, Trump has opposed and denied any connection to this project for several reasons:
Preserving His Electoral Base:
Trump distanced himself from Project 2025 to preserve his electoral base and avoid losing it, especially after his success in the first presidential debate against the current President Joe Biden and Biden’s poor performance, which increased Trump’s chances of returning to the White House. Polls showed Trump’s popularity rising after the debate, with a CBS News poll showing him leading Biden by six points (48% to 42%). Thus, Trump denied any connection to Project 2025 to avoid alienating voters who oppose its ideas.
Biden’s Campaign Using the Project to Win Votes:
Biden’s re-election campaign exploited Project 2025 by intensifying efforts to link Trump’s campaign to it, describing the project as evidence of Trump’s extreme policies for his second term, aiming to scare Americans about the danger Trump poses to the state and American democracy. This was an attempt to regain Biden’s popularity, which had declined after the first debate.
Reassuring His Electoral Base That He Is Not Extreme:
Trump emphasized this through his social media platform, Truth Social, stating: “I don’t know anything about Project 2025, have no idea who is behind it, and I don’t agree with some of the things they say, some of which are extremely ridiculous. I wish them well, but I have no connection with them.” This was in response to accusations from Biden’s campaign using Project 2025 as an electoral tool against Trump.
Asserting That His Second Term Will Be Different from the First:
By rejecting Project 2025, despite many participants being loyal to him, Trump underscored that his second term would be different, filled with people who agree with his policies and ideas, not those who push him towards extremism. He indicated he would be more experienced, as shown in his approach during the 2024 primaries and the first presidential debate, demonstrating he would be more adept at wielding power.
Avoiding Repeating Riots by His Supporters:
Trump tried to calm American voters by denying any connection to Project 2025, preserving his progress in the primaries shown by many polls. Concerns were raised by Heritage Foundation President Kevin Roberts, suggesting that Trump’s acceptance of the project would lead to political violence and a second American revolution. Additionally, Democratic Congressman Jared Huffman condemned the project, describing it as a “desperate plot to dismantle American democratic institutions,” with some believing it could cause a civil war and potentially divide the U.S.
Concerns About Increasing Demands for Trump to Withdraw from the Election:
Among the reasons Trump likely made statements distancing himself from Project 2025 is the fear that American voters might demand his withdrawal from the election due to the project’s extreme policies, which could lead to violent revolution in the U.S. and dismantling of democratic institutions.
Negative Impacts
In conclusion, Trump’s approval of Project 2025 would have numerous negative impacts, causing him to lose much of his electoral base. It could lead to significant unrest and division between Republicans and Democrats, potentially culminating in a civil war, according to many analyses. This would surely result in Trump’s loss in the upcoming presidential election. Therefore, Trump rejected the project to maintain and expand his electoral base, increasing his chances of returning to the White House on November 5, 2024.
